In a few words, gel nails are an extremely natural-looking enhancement: clear, flexible, thin, generally non-yellowing (unless the product is not top quality). Gel can be used for natural nail overlays, tip overlays, and sculpted onto forms for short extensions, as it would be done for acrylic.
Gel is commonly called "UV gel" (in correct chemical terms a polymer resin) hardens under ultraviolet light. Depending on brand, these can show a broader variety of quality and properties (flexibility, strength, etc.) but may be more expensive. They generally cannot be removed by organic solvents, but only be removed by filing (or left to grow out with the natural nail).
If a technician propose you ‘powder gel’ and your enhancements are not ‘cured’ under the UV light (blue light), you are not having gel nails but acrylic nail enhancements.
